Ruby did that. It took her some months, maybe one year, but she did that by herself. After all, she was superpowered at that time (super-strength).
Think about it. She needed the cabin to be "unnoticeable". Despite no-one ever discovered it in the 33 years timespan (1982-2015), there was still the possibility someone could have stumbled into it somehow. So she didn't care about the mess within the cabin (that's why the tape recorder was still lying on the floor and so on) but just repaired the walls, the roof (at least partially) and the door. She also mounted a new cellar's door, maybe because she knew she would have needed the fruit cellar in the future.
As simple as that, Ruby was genuinely convinced the cabin was important. It was a kind of epicentre for the Evil Dead.
What do you think about it?
Note: maybe she used the same door for the cabin, maybe the Time Vortex never swallowed it and she found it somewhere in the woods. If memory serves me well, there are two holes in the door in Episode 8-10 --- like in ED1/ED2.

It's almost a shrine, or altar. Probably built on an Indian burial ground like in The Shining.
